On 15 July 2025, the Council of the European Union adopted Implementing Decision (EU) 2025/1460, extending the temporary protection granted to displaced persons from Ukraine — initially activated in March 2022 — by another full year, until 4 March 2027.

Since the original decision on 4 March 2022, temporary protection had already been extended: first until March 2024, then again to March 2025, and subsequently to March 2026.

Key Provisions and Clarifications

  • Duration: The new extension prolongs protection rights until 4 March 2027.
  • One-country rule: The decision emphasizes that individuals may benefit from temporary protection in only one Member State at a time. If someone already holds a residence permit under this scheme in one country, other Member States should decline their permit applications to avoid duplicate registrations.

Effective Date

The decision entered into force on the twentieth day after publication in the Official Journal. Published on 24 July 2025, it thus took effect on 13 August 2025.

What It Means

For Ukrainians in EU countries under temporary protection, this extension offers much-needed stability and continuity in residence rights, access to services, work, and social support. The clarity around single-state registration and movement rules enhances administrative efficiency for Member States while reducing risks of multiple claims.
